Matthew Fuller 03662e07f2 Version uplift and general fixes
- Updates airshipctl reference
- Fixes bug where loading spinner was left running after an
  error is encountered loading a phase subtree
- Adds PatchesStrategicMerge to the tree.go resource map
- Explicitly defines 'configs' object fields in config-new
  component
