Scott Hussey 01c62f563b Add design_ref to template context
For Bootactions that use the template pipeline
segment, add the `action.design_ref` field to the
context for Jinja2.

- Add design_ref to the render_assets method signature
- Update calls to include the contextual design_ref
- Add unit test for design_ref rendering
