Fix Airship TC Election Dates

This updates the overly-ambitious TC election dates to "later today",
now that we're set up to begin our first Airship election.

Also, fixes .gitreview to point to this new project, tweaks the
candidate submission process to match our directory structure,
and adds a noop zuul config.
