Roman Gorshunov c5064ef2eb Fix docs renderring, enforce instructions and template 
This patch applies various documentation renderring fixes,
and enforces application of the instructions and the
template for the file names.

In addition to that it adds a requirement to add patches
related to the spec under specified Gerrit topics.

Building Airship Specs Documentation

Find more documentation for Airship Specs on Read the Docs.

From the root of this project, issue the command make docs. Sphinx will render the output into doc/build/html. Open doc/build/html/index.html using your browser.
