Disable Verify HWCC gate script 

* HWCC was removed in this PS
  https://review.opendev.org/c/airship/treasuremap/+/787003

* Currently Zuul gate is passing all the stages except the last
  verify hwcc step.

* Zuul gate for treasuremap deploy test site should be green with this PS
