[DNM] Propose YAML Structure

This lays out a proposed directory structure for organizing
Airship 2 YAML documents, including a number of "example"
use cases like a hypothetical azure-based lab.

If this approach fits the bill, this patchset will be
abandoned and a smaller subset of the functions (etc) below
will grow organically over time, following the conventions below.
