`promjoin` service should be started on first boot
only to bootstrap a kubernetes cluster.
Create /var/lib/prom.done file to ensure that
Docker and Kubelet do not get downgraded on every
reboot if they had been upgraded manually.

This updates the Elasticsearch and Fluent-logging charts to use
the most recent configuration keys in their values overrides, and
also introduces support for the ceph-rgw s3 api for use for
Elasticsearch snapshot repositories

profile.
- A Seccomp profile that creates the default seccomp profile file
at defined seccomp profile root.

This adapts manifests to be in line of using git reference
for refering to global/secrets repos instead of versioned folders.
