Drew Walters 598929e476 CI: Use Ubuntu Bionic for nodeset 
Currently, treasuremap CI uses Ubuntu-Xenial. This change moves to
Ubuntu-Bionic in order to use the version of Docker requested by the
OpenStack-Helm minikube script.
