Adds Mercurial plugin to jenkins-job-builder.
This allows you to use hg repositories in your Jenkins config
eg:
    scm:
      - hg:
         branch: feature
         url: ssh://hg@hg/repo
         modules:
           - module1
           - module2
         browser: hgweb
         browser-url: http://hg/repo
