Document that install was tested with Jetty 6.1.14 and later

Someone tried (by mistake it would seem) to use Jetty 6.1.3, and
failed to get Gerrit running.  Point out that 6.1.14 was tested
and is known to have worked for folks.

These are known to not work on much older versions, such as 6.1.3.
These directions will configure Gerrit as the default web
application, allowing URLs like `http://example.com/4543` to
jump directly to change 4543.
