Move systemctl files to /init/ rather than /systemd/

The SitePathInitializer class expects to find these resources in the
same package as itself.

Since we don't actually have any classes under /systemd/ let's just
move the resources into /init/ so we don't have to do any gnarly class
name manipulations to get the resources from SitePathInitializer.
