create-account: Permit creation of batch user accounts over SSH

Sometimes role accounts need to be created, to support mailing
lists to receive CCs of reviews, or to create role accounts that
build servers can login to Gerrit through.  Define a command which
sets up a role account so admins don't need to do direct SQL inserts.
