Clarify that non-maintainers can candidate as community manager
Only Gerrit maintainers can candidate for the ESC. By saying that the
nomination and election process for the ESC also applies to community
managers we made the impression that candidating as community manager is
also limited to Gerrit maintainers. This is not the case (e.g. one of
our current community managers is not a Gerrit maintainer). Update the
documentation to make it clear that anyone from the Gerrit community can
candidate as community manager.
