The save button in the reply dialog becomes enabled when a variety of
inputs change. One of which is reviewers/ccs.
Previously, a 'commit' for a reviewer or cc was required to enable the
save button. However, since we allow a final entry to be uncommitted
(the submit takes care of the commit), we have to allow for the submit
button being enabled when the inputs have text.
