Disallow the creation of branches under the
'refs/for/' namespace. Having a branch under
'refs/for/' means that this namespace is not
magical anymore and so it can't be used for new
changes that are uploaded for code review. As a
consequence Gerrit refuses all changes that are
pushed for code review for this project with the
error message 'One or more refs/for/ names
blocks change upload'.
Because of this effect the Gerrit WebUI should
in the first place not allow to create such
branches, especially since the WebUI does not show
these branches after creation, so that one can
neither see nor delete them through the WebUI.
