Gal Paikin 166e4435cc Clean up disrespectful terms ...

Replace those terms with better terms such as "allow" and "block"
in Gerrit backend.

There is a config receiveemail.filter.mode, which currently
supports fields that may be considered disrespectful. Those were
renamed, but the old fields are still supported.
