Uses the `createChange` rest API function to create a new change under `refs/meta/config` and opens `project.config` in the edit view. Also cleans up some inconsistent styling in the repo commands templates and tests. Bug: Issue 8131 Change-Id: I6dcdad87f0fc7189b31e7731546ad37b77ebe54e
