Edwin Kempin 28bb7fda46 Don't navigate to current patch set when hashtag is removed ...

If a hashtag is removed while viewing a non-current patch set the
change screen was reloaded with the current patch set. This was
unexpected for the user and inconsistent with adding hashtags, where
the change screen stays on the selected non-current patch set.
