Delegate the initial full list of projects in PolyGerrit to the same
ProjectsList engine used by the old GWT UI, so that the list is
consistent between the two user-interfaces.
The real fix should have been the introduction of a sort field on
the project name, which would require a projects index migration that
is not possible in the stable-2.16 branch.
