The Conflicts With tab should show those changes that conflict with the current change and that need to be rebased if the current change gets submitted. It shouldn't display changes that anyway cannot be merged since they conflict with the tip of the destination branch. It is the intention that before submitting a change the reviewer can see if there is a more important change that would get a conflict if the current change is submitted. By submitting the more important change first, only the less important change gets delayed since it needs to be rebased. Since non mergeable changes are not anymore shown in the Conflicts With tab the age filter for the query should not be needed anymore.
