Youssef Elghareeb 3e4b34b466 Fix authentication exception for list comments with anonymous users ...

This change fixes a small bug that was introduced in change
I44c05bce26afbcb, which splitted the inheritance of ListChangeComments
and ListChangeDrafts. The aformentioned change mistakenly added
requiring authentication for published comments while it shouldn't.
