This change removes usage of global Gerrit.URLEncodingBehavior and replace it with direct import. Also, the URLEncodingMixin is removed, because it was introduced as a workaround for polylint tests and is no longer needed. Change-Id: Iea43f25d9bcf008d79ca1078681868303ccbb926
