Shawn Pearce 0638cc98e0 Remove dead ScanningChangeCacheImpl ... The ScanningChangeCacheImpl is now dead code. With VisibleRefFilter using SearchingChangeCacheImpl directly the ScanningChangeCacheImpl is no longer referenced by the server. This also lets us get rid of the ChangeCache interface.
