Wyatt Allen 36b049c73c Allow custom actions in toast messages ...

Toast alerts can show action buttons, but the alert manager only set
the action in the context of authentication alerts. With this change
the action and its callback can be set using the `show-alert` event,
rather than the message only.

The toast to alert the user that the change is out of date is updated to
configure the toast action to reload the change appropriately.
