Kasper Nilsson 0074e38829 Check for modifiers in change list ...

Without modifier checks, keyboard shortcut handling may accidentally
overload any number of platform keyboard shortcuts (custom or native).

This change adds modifier checks to all keyboard shortcuts in the change
list that do not already have them.
