Ben Rohlfs 0cd19059d8 Change polymer-bundler command to use a root for absolute imports ...

The Polygerrit bundle is currently broken in master, because the bundler
cannot resolve the absolute references to /bower_components/...

I have verified that manually that the produced bundle with this change
and the absolute bower paths one (change 224644) is exactly the same as
before.
