Aaron Gable 3c02f9a865 Take advantage of new atomic commit message API ...

The new API endpoint is designed to both be faster and to
reduce the likelihood of bizarre errors happening (like
the edit being created but not published). Now that it is
available[1], the PG UI should use it.
