David Pursehouse fe0735cfaa Move commons-io from lib/BUILD to lib/commons/BUILD ...

All the commons-* libraries are defined in lib/commons/BUILD with
the exception of commons-io which is in lib/BUILD.

Move it to lib/commons/BUILD to make it consistent.
