Logan Hanks 25f49af1ed Add account registration dialog to PolyGerrit ...

When a user creates a new account, the server redirects them to a path
starting with "/register". This change detects this prefix and displays
the app with the prefix removed from the location. It also displays a
modal registration dialog in this case, similar to the GWT UI.
