David Pursehouse 990087b0a1 Revert "Update jetty to 9.4.9.v20180320" ...

Causes a performance degradation when cloning/fetching a project
with LFS objects. See the mailing list discussion [1].

Also revert the follow-up commit: "ProjectQoSFilter: Suppress warnings
about deprecated jetty Continuation".

This reverts commit db1208efa9.
