Kasper Nilsson b4a14c1562 Add edit config command to repo ...

Uses the `createChange` rest API function to create a new change under
`refs/meta/config` and opens `project.config` in the edit view.

Also cleans up some inconsistent styling in the repo commands templates
and tests.
