Convert SetParentIT to use the new API instead of REST, meaning it
can now be annotated as @NoHttpd.

Split some of the tests out to separate methods to make proper use
of the ExpectedException.

Since the SetParentIT now tests the extension API instead of REST,
move the class from the "rest" package to the "extensions.api.projects"
package.
