Gal Paikin 6cf93ba2bd Ignore new work-in-progress status if it hasn't changed ...

Applying the work in progress / ready for review status has side effects
on the attention set. Hence, we only want to apply it if the work in
progress status actually changed. We now check whether the new status is
different than the old one.
