Han-Wen Nienhuys e34f6fb0b3 Use current timestamp for creating group ...

The timestamp here is likely the server startup time, which is not
wanted. This was introduced by in commit 84dcede from
2018-08-22 (Change-Id: Icfb0741af), which marked the view as
@Singleton.
