David Ostrovsky 7a8f40f781 Bazel: Add workspace-status-command script for other platform ...

Per default, Bazel is using tools/workspace-status.sh script to provide
used git version. This script cannot be used on the other platform. Add
another dummy platform specific script. This would allow us to add CI
build for other platform on ci.bazel.io. See these issues for more
background: [1], [2].

Note, that this Bazel fix is needed to build :headless on the other
platform: [3]:

  bazel build \
  --workspace_status_command=tools\workspace-status.cmd :headless
