Francois Ferrand 4f9264e582 Fix accountBelongsToRealm implementation
It used to search the whole external id's string, instead of looking at
the scheme only.

In particular, when account deactivation is enabled, this causes
deactivation of system accounts with username 'gerrit.xxxxx' (typically
used for replication between gerrit instances).
