Viktar Donich 9b08e71b7f Show 'Refresh credentials' toast only when authentication required 
For certain cases 403 indicates insufficient privileges for certain
operations, eg adding assignee.

For not logged in cases, server response text is `Authentication
required` in addition to HTTP status 403. This change offers to refresh
credentials only in this case, assuming user was previously logged in.
