Becky Siegel e5191a55df Break gr-page-nav out from settings view
The navigation from the settings view is going to get used for admin
pages. Break this out into a separate element.

Also add shared styles for pages that use the nav. It should be
separate from the form styles because form styles are geared towards
styling form elements rather than the page that houses the form.
