We want to test the version of Gerrit we just upgraded to (3.11) as well
as prepare for upgrading to versions like 3.12 and 3.13 and beyond. To
this end we add test jobs to test against Gerrit latest, 3.11, 3.12, and
3.13. Currently the latest test pulls from our gerrit image mirror in
quay as that is the only version there but we can update the jobs to
pull from quay if we add more tags to the quay mirror.
