test_glean.py inherits base.BaseTestCase from oslotest, so the "base.py" definition is unnecessary. Remove this file. Add OS_DEBUG=1 to the environment so when we do get failures, we have the debug logs enabled. Change-Id: Iff3fb764aab15e402aefc88dcc2eae4f39f35de7
