Use sidebar from openstackdocstheme 1.17

Browse Source 
Require openstackdocstheme 1.17.0 which has support for sidebar, so the
specific code here is not needed, remove it again.

This reverts Ie4b4deff12071e447c2b491a3247efc08bb8a9ad - in addition
to the requirements change.
