Update Neutron meetings chairs 

Updated "Neutron CI team" and "Neutron Team Meeting" chairs, adding
two new members:
* Slawek Kaplonski (slaweq) - former PTL
* Rodolfo Alonso (ralonsoh) - current PTL (A release)
