Swift: Reinstate 0700 meeting slot

We actually stopped holding this meeting a while back, but never
updated the repo. Oops.

Following the Apr 2025 PTG, we decided to reinstate the meeting,
however, with a separate chair (since there's better than even odds
that I'll be asleep by then).

Also shift the 2100 slot to be biweekly; we don't really need more
than one meeting each week.
