Change time for FWaaS meeting 

Make the FWaaS time the same time each week, and set it to 0400 UTC per
team agreement.  See:
http://eavesdrop.openstack.org/meetings/networking_fwaas/2016/networking_fwaas.2016-05-12-00.01.log.html
