Jeremy Stanley df824900e2 Update OpenDev meeting location and name

The OpenDev sysadmins, advisors and other contributors have been
holding their weekly meetings in the #opendev-meeting channel for
the past couple of weeks, so update the entry accordingly. Also
update the name and description slightly to reflect current reality.

OpenDev IRC Meetings

OpenDev maintains an IRC meeting infrastructure.

This repository allows to book a meeting slot and publish it on:

https://eavesdrop.openstack.org/

Each meeting is described in a YAML file in the meetings/ subdirectory.

Once merged, changes are processed using the yaml2ical module to generate ical files and HTML files published on https://eavesdrop.openstack.org .
