Updated from global requirements
The requirements and test-requirements for jeepyb are horribly outdated, update them. Since this also includes a few things that aren't in global-requirements, add them back manually after running the update script. Change-Id: Idbf4a23830ad9497f61d6b261bb23d222b4746b9
