Overhaul default welcome message for OpenDev
The "Welcome, new contributor!" hook bot should leave a more generic message relevant to most OpenDev projects, and not something OpenStack-specific (as this could easily confuse new contributors to non-OpenStack projects in OpenDev). Change-Id: Ifc41e0639adf27a476025e66728d547a71ad99d5
