Add project boilerplate
Update the .gitreview file for the new project name. Add skeleton docs, setup, and testing. Most of this boilerplate has been copied from nodepool. In order to make testing easier, the EventProcessor class has been slightly refactored to allow FakeEventProcessor to subclass and mock out the socket object with a Queue.Queue object.
