Explicitly disable offline reindexing during project renames

The default value for gerrit_run_reindex is false, but we know we don't
want offline reindexing during project renaming so set it explicitly to
false in the rename playbook. The reason we know we don't want offline
reindexing is that we use online reindexing during project renaming
which is triggered by the playbook using the SSH API.
