Update gerrit rename instructions

* Use the transfer ownership function in github.
* Move the github step to within the gerrit downtime.
* Indicate that github and git0X steps should be run during the
  lucene reindexing (for time efficiency).
* Remove the replication step which is not needed when using the
  github transfer ownership function.
